For a first try, I'd suggest a Windpro DWR polarfleece. This is a knit fabric that sews well, is warm, has some breathability, doesn't require interlining and lining, and can be embroidered by hand or machine.

LODI - Children dressed as zombie brides, video game characters, cops and firefighters swarmed Lodi on Saturday afternoon for a variety of pre-Halloween festivities.
At Micke Grove Zoo, kids wandered around the cages of a ring-tailed lemur, cotton-top tamarins and a Southern bald eagle during a brief costume parade. Several miles away, in downtown Lodi, kids were getting a jump-start on their trick-or-treating with more than 40 merchants handing out candy.
Although the candy is an integral part of the Halloween experience, Stockton resident Tristhan Santos, 8, said the day was equally about something he's been wanting to do for a year.
"I saw this costume last year, and I wanted to get it then because it looked so cool," said Tristhan, who was dressed as Pinhead from the "Hellraiser" franchise of movies. "I wanted to make sure I got it this time around.

I found a website to print off the logos and glued them to a red cupcake liner after I baked the cupcakes. I then used the “hair” decorating tip to add the blue-dyed vanilla frosting. You also can use blue cotton candy on the top instead.
